Jack Reacher, a former military policeman, is living in New York City with Jodie Garber, the woman he met in last year's Tripwire. He is asked by the FBI to help them find one of the most brilliant serial killers they've ever encountered. The victims, all women, have no apparent connection to each other beyond the fact that they all have been discharged from the Army after bringing charges of sexual harassment against their superiors.
